Having the same issue. Last sync 12/18/2023 1:18:36PM EST. I get a red bar saying “Syncing failed” when attempting to sync manually, which has never been an issue before. Chrome Version 120.0.6099.110 (x64). I wouldn’t have noticed except I just saved a password through my Android device and it wasn’t showing up on my Windows PC. Syncing is working correctly through the Android app. Can also confirm my Windows PC’s system clock is correct, as that can cause SSL issues if it weren’t.
I resolved my issue. In the browser extension, you need to go to Settings > Log out, then log back in. Just entering in your master password as usual wasn’t enough. Perhaps the authentication flow changed, or the remembered two-factor auth expires after a time and requires a full log in again.

That seems to have done the trick. Wonder what caused it? TBH I could have thought of this but didn’t!
