In the Web-Vault the list “All Items” is very long.
When I scroll down I can not access the “Filters” and the menu at the top.
So maybe you make the menu and the filters persistent so only the passwords are scrolling.
This increases the usability.

This would only work if the filter list is smaller in height than your screen, which often would not be the case.
I saw some websites where the menu on the left side was always visible and I could scroll down a larger page.
My intention is: when I scroll down I want to be able to enter a filter criteria (or select a folder) without having to scroll up.

Typical UI design would say “Fix the controls at the top and make the filter list popup be scrollable”
Or you could have a button, default ON. Tap the button and it sticks the options to the top of the screen.
Anyone with problems could just tap the button OFF and undock the controls from the top.
