because I’m no friend to store sensitive passwords in the cloud or on my own online Webspace, it should be possible to store the vault only offline on my local PC.
Sync with mobile devices should be possible via WLAN.

Then basically BitWarden isn’t for you.
All you can do for now is self-hosting on your own computer or personal server(s).
But syncing databases between devices… I guess you’re looking for something like KeePass instead. Syncthing might help you with the P2P live transfers for the database file(s).
There are many types of local network protocols like smb(where you share data between windows computers or android phones to windows computers). Another common option is to use recent sharing protocols such as localsend
