Hello! This is Priya from the product team. The “Owners and admins can manage all collections and items” setting controls behavior in the Admin Console. When enabled, the setting allows owners and admins to manage all items within the Admin Console only, not from other clients, as described here.
To view / edit / manage items from the individual vault and across other clients, you will need a direct collection permission assigned. However, these collection management settings would not have removed permissions you previously had.
To help me better understand the issue, could you share what collection permissions you have for the collections / items in question?
