Sorry, but I just closed this feature request for a few reasons.
First and foremost: feature request have to be about one specific thing only. Otherwise, it’s impossible to collect votes in a meaningful way.
Second, the “at-risk warnings” are meant to also show up for “duplicates” – or phrased otherwise: “re-used passwords” – in your vault. (see also: https://bitwarden.com/help/change-at-risk-passwords/)
Furthermore, there are two existing feature requests that may cover parts of your other ideas:

"Change at-risk password" warnings should state reason why the password was flagged

Options to disable or dismiss permanent "Change at-risk password" warnings
(Merging vault items, though, tackles a completely separate feature request: Duplicate removal tool/report (including merge))
If anything you want to suggest is not covered by those existing feature requests, feel free to open a new feature request. But please make sure it’s about one specific thing only, and search for a possible existing feature request before opening a new one.
PS: As e.g. written here and in the following posts, improvements are to be expected.
