I use Google Authenticator for about two dozen websites. Authenticator has a feature that allows you to export/import tokens to a new device by scanning a QR code.

Can I transfer my TOTP’s from Google Authenticator to Bitwarden in a similar manner, or do I need to re-enroll each site?

Yes, you can just have the new 2FA scan the QR code or the secret string.
