I’m trying to download Bitwarden app from the Google play store to an old Samsung galaxy s8 with android 9 on it. It’s as up to date as possible. I wad unable to find bitwarden in the app store through a search, but found a link to it on the bitwarden website. When I went there in the app store it came back with the above message and I wasn’t able to download or install it.
I currently have it working on a Samsung galaxy J5 with android 9 and as up to date as possible. Any idea why I’m having issues on this S8?

If you check the “What’s new” or “About” section of the app in Google playstore, you’ll see that the OS requirement for the current app is Android 10+.
If you feel adventurous (as this will be out-of-ordinary to most people) and have vault backups, you can check the version that is working on J5 (or even earlier versions), and try to sideload it from:

Could you check, which version of the BW mobile app is actually installed on your J5? I doubt it is the current version, because it is as @Neuron5569 wrote - BW’s new native mobile app, which was released last year, has a requirement of Android 10 or higher. Here from the Release Notes of the first release of the native app:
Needless to say, that it is not very safe to use Android versions that now go for years without security updates, let alone using your password manager app on such a device.
