Suspend a user's account?

I need to suspend a couple accounts of furloughed users.

Does unchecking all Collections effectively suspend that users account and disable the user’s access to the organization?

Or do I need to ‘Remove’ the users? That’s the only user management option.

If you ask me removing user is better because you can add another person instead of the old person.
