I have not been able to find any similar cases to this so here it goes.
When I click update on the Bitwarden Password Manager extension, I get a pop-up with the text:

[[getPermissionsString(data.)]]
Do you want to update?
So I ignore the text and I click update but nothing happens. Not even the pop-up window closes.
Yup, I did see that thread and replied to it. No one has an answer though.
I was asking for a solution without having to re-install just in case it keeps happening and solve it beforehand once and for all. I don’t want to have to re-install every time there is an update.

I was having this too and tried updating Opera first. Now I’m at Opera One (version: 117.0.5408.163) and was able to update. The Bitwarden update box said something different about notifications, but I didn’t manage to copy and paste it before it disappeared after the extension updated. I did not uninstall and reinstall the extension.

I will give this a go on the next update if the issue comes back. For now I have already re-installed the extension and all good.
I’m on a second device now that also uses Opera but hadn’t been updated, so I’m just confirming that updating Opera without uninstalling Bitwarden was the fix after it showed a different update message.
Message on Opera One (version: 117.0.5408.53) where clicking “Update” didn’t do anything.
It looks like the original error is how Opera was getting the information on the extension’s update (“get Update Tooltip Message”), rather than an issue with the extension.
I am using the Bitwarden browser extension in Opera. I get a banner showing I need to update its permissions. I got to the extensions page and click the update button and it doesn’t update. I continue to receive the banner.
