My impression is that users generally consider this feature to be a good concept that has been imperfectly implemented. I would recommend that you take heed of the community feedback provided in the threads linked below:

Can someone tell me why I do not see any warnings for vault items that would qualify as “at-risk” like 4-digit PINs?

@marlin Your BW account is an EU region account… – Mine also, and I also still don’t see it. So, I think there still is a feature flag for the EU server region in place.
According to the corresponding Help Site (Change At-Risk Passwords | Bitwarden) I don’t think it’s expected to appear in the mobile apps (at least for now?!).
You are totally right, mobile apps are also not listed in the blog article.
