Allow to increase file size on self hosted environment

The feature will allow - at least on self hosted environments - to increase the file size of single attached files to sends.

The next update for Bitwarden will have an increased file size for Sends, for both Bitwarden Cloud and self-hosted environments.

The new limit will be 500mb :slight_smile:

Please make it so that in self hosted enviroments the limit can be configured. Would love to use to share video and photos and other large files.
