The Send tab is useless if the user is part of an organization which has the Send feature disabled globally. It doesn’t make sense to leave it in the UI, attempting to use it would just raise an error.

Yes, that’s correct. At least it should be removed when there aren’t any Sends available at all (which there won’t be in cases where the Send feature has been disabled since the creation of the organization).
