We are aiming for a process where creation of accounts in our registered organization is invite-only, and we use Azure AD group membership to provision user accounts into Bitwarden through the SCIM process. We have also verified our domain name for SSO purposes. It seems a bit superfluous to have a requirement for new users to verify their email address when they are provisioned by an admin, would it be possible to disable this for organizational users through the SCIM process somehow?
For SCIM enabled tenants disable the admin confirmation step required after the user accepts the invitation. Since SCIM can only be configured by an admin it makes the environment intentionally closed. If an admin decides that a user should have access to BW it by default means that that user is approved. If you don’t want to disable this step which invalidates all the benefits of SCIM at least make it opt-out.

Yes, indeed. Apologies I missed it when i skimmed through requests before i posted. Actually That one is better than mine - the invitation shouldn’t even be sent since the admin controls provisioning
