Menu too fixed in place

This menu is in a fixed position.
It cannot be moved to the left.
It cannot be moved to the right.
It cannot be moved slightly to allow me to see what is below it.

All one can do is close it,
copy what was below it,
and then open it again.
Please allow grabbing this menu with the mouse and moving it.
