Member Access report members are greyed out?

Hi folks. In my Member Access Report (the web page, not the csv), most of the user’s names are a blue link that opens a component/modal to edit the member role/groups/collections. Some of them are grey. I’m trying to understand the distinction here - we recently upgraded to Enterprise, using all domain accounts. We’ve enabled the Account Recovery policy, and a few have signed up for it. But the ‘grey’ users seem to be a mix of very old accounts and new accounts.
