When I am using the bitwarden pop out box and open up a note item
The “note window” does not expand to fill the size of the pop out box as i expand it
making reading my notes whilst i’m browsing very difficult

In case you weren’t aware, there is a separate draggable UI element to expand the size of the Notes text field, as shown in the screenshots below.
But perhaps your feature request is that for Secure Note items, the Notes field should automatically scale with the size of the resized pop-out window, instead of requiring a separate resizing action.

I always have the bitwarden box open in a pop out window on my second monitor
the vertical expanding is ok, its the horizontal expanding which does not occur…
After some more experimenting, I see that (at least on my system), the horizontal 
expansion of the Notes area does scale automatically with the width of the pop-out window, but only until it reaches a maximum width of around 700px (a little over 80 characters of text).
On the other hand, the Notes area does not automatically expand in the vertical 
direction when resizing the pop-out window, although it can be manually extended in the vertical direction, using the resizing element at the bottom of the scroll bar.
So, could you clarify what changes you are asking for in this feature request? For example:
- Do you want the automatic horizontal expansion of the Notes area to continue past the 700px width limit as you increase the width of the pop-out window?
- Do you want the vertical height of the Notes area to automatically scale with the height of the pop-out window when you resize the latter?
- Do you want the resizing element at the bottom of the Notes area scroll bar to control both the height and width of the Notes area?
