I am running Bitwarden version 2024.6.2 on my desktop, which currently has no internet access. It was working fine before, but now it has stopped working. When I try to open the application, it does not launch or prompt for a password.
I tried restoring my Windows to a previous date, but the application still doesn’t open.
I’m not completely sure what your situation is… If you are able to login to your Bitwarden vault/account, then I would just recommend to deinstall this old desktop app version and install the current version 2025.9.0.

First, could you explain why you’re trying to run a deprecated version of the Desktop app?
Second, to have any hope of opening this app on an off-line computer, you need to ensure that your local vault cache is still intact. Specifically, look for the presence of a file named data.json under one of the following folders (depending on what source you had used when installing the app):
Standard installation downloaded from Bitwarden website: Look in the folder %AppData%\Bitwarden
Portable installation downloaded from Bitwarden website: Look in the folder .\bitwarden-appdata
Microsoft Store installation: Look in the folder %LocalAppData%\Packages\8bitSolutionsLLC.bitwardendesktop_h4e712dmw3xyy\LocalCache\Roaming\Bitwarden
If you find the data.json file, then you should make a copy of it, as a safeguard (in fact, make a copy of the entire data folder from the location shown above).
I will provide further instructions once you’ve explained your use-case and confirmed that the data.json file is still available on your computer.
