Accessing locally stored passwords when the PC is replaced

Folks, apologies if this has been asked before. My understanding is that I can store the encrypted passwords locally on the PC (as opposed to the cloud). Once this local DB is created on (an external drive), what are the options if the PC has to be replaced? Do we need to reinstall the software to access the DB or are there any other options? Thanks

If you are referring to what Bitwarden calls on-premises hosting, then this is an option for people who have some IT savvy. And yes, you have to configure software on whatever machine is hosting your Bitwarden database.
