Users Unable to create Send

I have setup a self-hosted instance of Bitwarden. I used the published documentation for the docker deployment (Install and Deploy | Bitwarden Help & Support) and everything seems to be working except for Send. I have verified that the send base directory in the global.override.env is unchanged from the default. I can’t seem to find any info specifying that Send is a premium feature so I assume it should work with the self-hosted version. However I cannot actually save any new sends? It allows me to create a new send but not to actually save it.

Have I missed something indicating that sends require a premium subscription or did I miss some config from the setup to get this to work?
