Upcoming changes to new device verification

FYI, I have a main Bitwarden account (with 2FA enabled), as well as a dummy account that does not have 2FA enabled. Today, I received the email notice about the new device verification — but it was sent to the email address for my main account (which does have 2FA), while the email address used for my dummy account (without 2FA) has not received the email notice!

Seems like a mistake may have been made in the database query for selecting recipients of the email notice.
