PDFs opening in browser with strange UI results

### Steps To Reproduce 1. Go to a secure note with a PDF attached to it (altern…atively 2. Click on the link for the PDF 3. Open browser tab containing said PDF ### Expected Result Would expect to see the standard PDF viewer common to browsers these days, with the informational wrapper, pagination, and various buttons to print, download, etc. ### Actual Result What we get instead is a truncated, horizontal band containing the PDF, with none of the typical UI for a PDF viewer. Going the other way: Is there a way to download the attachment when you do so?
