As a new Bitwarden user I also bumped into this issue. I didn’t find the error not really clear at first. The GUI doesn’t really show what is wrong. I have also tried putting the CA certificate in bwdata/ca-certificates and even included the hash (c_rehash). But it did not work. I ended up using the trustServer workaround.
