You need to wait until 2023.2.0 is released for Windows. From the alert message here:
Argon2 support: Please wait until 2023.2.0 is available on ALL of your devices before enabling. If you’ve already made the change and can’t access through a client, revert the change in the web vault to restore access. Always backup your vault before making account changes.
