Allow a way for sysadmins to force the Lock Options to be set to "On System Lock" for remote staff

Remote working will be the permanent future for a lot of teams after COVID-19. Administrators will need a way to force set settings for their staff, especially for something as sensitive and critical as a password bank.

Please consider.
