And then, only if you explicitly check the option to “Also rotate my account’s encryption key” when changing the master password. So it doesn’t seem related to OP’s case.

It at least gives a hint to why the vault appears empty at the time. From the error messages, for some reason the server side feature config won’t load, and then subsequently no sync happens. If you would rotate your key now, your vault would be corrupted.
However, this is purely client-side, this does not explain how the ciphers vanish server-side.

I’m still curious about the “empty vault” issue. This has been happening with regular frequency since December, and was never an issue before. Unlike other issues reported on Github, no one from Bitwarden has made an attempt to reproduce the problem in this issue, even though it was first documented in July, 2023.
Sadly, I can’t reproduce this specific issue on my end to help triage this. Do you have a somewhat reliable way to make it happen, or is it just sporadically ocurring when logging in?
Yes, it happens sporadically when logging in, but not infrequently. I’ve mostly experienced it in the Web Vault, but most likely that is because I usually remain logged in on the other apps and extensions.
However, I just tried logging in to the Web Vault 25 times in a row (10 with passkey, 15 with master password), and all logins were successful — which is not my typical experience. Thus, the issue may be influenced by other factors (like network traffic), and triggered only under specific circumstances (e.g., certain times of day).
I’ll try to start keeping some records on when the issue is occurring.
