It does seem so. In case my first test with two YubiKeys that support FIDO2 but had it disabled wasn’t reliable.
I did another test with an old YubiKey NEO (bought on 2015):

As you can see, it does not support FIDO2, only U2F.
Well, I added it to a test bitwarden account and I’m unable to see any indication at all on the web vault telling me that this key will be phased out:
EDIT: And now that I think about it, I shouldn’t even had been able to add it!
