That is not a problem, it means that your browser extension is already pinned.
I’ve edited your link to redact the Sync Token, and to display it as pre-formatted text. This web address does not open a login form — it redirects the browser to a different page, on a different domain:

This page also does not contain a login form, but there is “Sign On” link, which launches the following web page:
https://www.citi.com/login
Note that the base domain of this login form (citi.com) does not match the base domain of the website URI stored in your Bitwarden vault item (which is accountonline.com). For this reason, Bitwarden cannot determine that your CITI login item should be match to login form on citi.com.
The solution is to edit the vault item for your CITI account, and replace the Website (URI) field value with https://www.citi.com/login (instead of https://www.accountonline.com/cards/svc/LoginIntNext.do?SYNC_TOKEN=xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx). Don’t forget to click Save.
